Proposals submitted to LOOKNorth in response to EOIs and CFPs are evaluated at three levels within the organization. The evaluation team examines submitted proposals against the overarching program objectives of LOOKNorth, the specifics of the call to which they are responding, and the viability of the project for success. Proposals are given a point score by the evaluation team. The LOOKNorth advisory committee then reviews the evaluations. A set of the proposals are recommended to the Board, who make the final approval of funding.
Environmental Assessment Policy
All proposals submitted to LOOKNorth under the TVP program must include a completed environmental assessment checklist (EAC). This short EAC form identifies potential environmental concerns to ensure that environmental issues are understood early in the process and dealt with effectively. Should the EAC identify issues, a third party may be consulted to determine whether mitigation is warranted. LOOKNorth covers a portion of this consultation process. Confidentiality & Conflict of Interest Policies
All information submitted to LOOKNorth is considered confidential.
All members of LOOKNorth/C-CORE’s Board of Directors and staff have signed a conflict of interest policy. Should other involvements prevent any Board or staff member from participating in activities, such as selection of a project for funding, the conflict is identified and the member excuses themselves from the discussion.
Further, the host organization, C-CORE, is not eligible to respond to technology validation calls and hence does not compete with proponents requesting funding through the TVP program.
